Independent evaluators of the BPP's Phase II, Renee Berger of Teamworks and Diana Bermudez, released their Midcourse Review of the BPP program.
The midcourse report largely focused on a sample group of 11 community foundations spanning both sides of the border. Though not subject to similar in-depth review, information was gathered from the remaining groups through document review, an electronic survey, analysis of secondary sources such as IRS-990s and from observations at critical peer learning meetings. The overall trajectory of the BPP is positive in regard to the community foundations increasing philanthropic resources, nurturing diverse leadership at the board and staff levels, and in developing their grantmaking capacities. Specifically, since the launch of the BPP, partners have contributed to:
- An increase of philanthropic dollars available for the border region
- An increase in individual donors
- A growing infrastructure for grantmaking and a rise in funds being granted in the region
- The emergence of new leadership
- Greater community leadership on the part of border community foundations
- An increase in cross-border collaboration to address important quality of life issues in the region
Along with accomplishments, partners, and the program itself, contended with challenges consistent with the work of nurturing more and more effective, philanthropic activity in a dynamic, bi-national region. The midcourse report discusses some of the obstacles faced by the foundations and the program and preliminary lessons learned. A more comprehensive assessment of the accomplishments and lessons from the program will be completed in early 2009
